Procurement Feasibility Plans |

Description:
The Capworks
Group has recently prepared Procurement Feasibility
Plans (PFPs) for eight NSW Health funded projects in
Rural and Regional NSW.
Each
of the PFPs is based on the Health Service Plan developed
for the facility by the local Area Health
Service’s Population Health planning staff, which
defines the nature and scope of the health services
to be provided through the particular facility.
The
development of the PFP is an interactive process,
closely involving the local community. The community’s
involvement is led by a widely representative Health
Service Advisory Committee, typically including local
residents, Council representatives and Health Service
Personnel.
The
PFP Team reviews the function, amenity, accessibility,
condition and compliance of the existing facility in
consultation with staff from each of the departments.
The outcomes of these reviews are matched with the
service needs identified in the Service Plan, which
arise from Area strategies, demand projections for
the facility’s catchment, the role delineation
of the facility, and the services to be provided. A
schedule of accommodation is developed, which can be
used as a basis for determining whether the existing
facility can be adapted or extended or whether new
development will be required.
In
either case a series of development options are prepared,
to scale, as functional diagrams. Costs are
then estimated to identify a total project cost. The
PFP then forms the basis of a submission to NSW Health
for inclusion in the Department’s capital expenditure
budget.
